Admissions is a deadline, and your registrar is answering the same four questions

Parents in Dubai and Doha shortlist six schools in a weekend. The one that answers the fee question, sends the prospectus and books the campus tour before Monday is the one that gets the application.

The registrar bottleneck

Admissions enquiries cluster. A campaign, an open day or a KHDA rating update produces a wave, and the wave hits an admissions team of two or three people who are also processing applications, arranging assessments and managing the waiting list. The answers slow down at exactly the moment speed matters most.

Almost every enquiry begins with the same set of questions, and every one of those has a fixed, publishable answer. Handing them to an agent does not depersonalise the process. The TDRA blocks voice and video calling. Messaging works perfectly. Almost nobody builds around this.

A buyer messages you from a Bayut listing at 9 p.m. You cannot ring them back inside the app. And a large share of Gulf buyers are non-residents on a foreign SIM, so the phone call often never happens at all.

The written conversation is not a channel next to calling. In the UAE it is frequently the only one that reaches your whole pipeline.

What you are actually allowed to send

Outbound WhatsApp in the Gulf is legal. The way most agencies do it is not.

  • Saudi Arabia. PDPL enforced since September 2024, 48 SDAIA decisions by early 2026. Explicit consent required, no legitimate-interest fallback, up to SAR 5 million. It applies even if you send from Europe.
  • UAE. Federal Decree-Law 45/2021, implementing rules in Cabinet Decision 33/2024. Consent and a working opt-out on every send.
  • Qatar. Law 13/2016, the first data law in the GCC. Same logic.

Frequently asked questions

Is it appropriate for a school to use an AI agent with parents?

For factual enquiries and logistics, yes, and parents respond well to being answered on a Saturday. For anything about a specific child, safeguarding, additional needs or a disciplinary matter, no. We configure the agent to escalate all of those immediately to a named member of staff.

Can it book campus tours?

Yes, against your real calendar, with confirmation and a reminder before the visit. Tours correlate strongly with enrolment, so reducing the number that quietly evaporate is usually the single largest measurable gain.

How does it help with incomplete applications?

It follows up on the specific missing item, at sensible intervals, and stops the moment the parent responds. Recovering applications that were started and abandoned is the cheapest enrolment available to a school, because the family already chose you once.

Which languages?

Arabic and English as standard, with Hindi, Urdu, Russian and French commonly added depending on your parent body. In Saudi Arabia we generally lead in Arabic. The agent replies in whatever language the parent used.

What about parent data and consent?

Consent recorded per contact, opt-out honoured across every campaign, access controlled per staff member, and an audit trail. Under the Saudi PDPL explicit consent is required for marketing and there is no legitimate-interest fallback, which matters for prospect families as opposed to enrolled ones. Transactional communication with existing parents sits on different ground and we separate the two.

When is the right time to set this up?

Before the admissions season opens, not during it. The setup takes a few weeks and the agent gets better as it accumulates real conversations, so going live ahead of the wave is worth considerably more than going live in the middle of it.
