Why travel enquiries stall
A family enquiry involves dates that are not fixed, a room configuration that changes twice, a budget that is a range, and a decision-maker who is not the person messaging you. Handling that well takes patience and availability, and it takes them on Friday evening when your consultants are off.
The agent handles the structured part: collecting dates, party composition, budget range, preferences and any special requirements, then presenting options from your product. It escalates to a consultant when the enquiry needs judgement or a negotiated rate, and the consultant arrives with the brief already written.

In the UAE you cannot phone your lead on WhatsApp.
The TDRA blocks voice and video calling. Messaging works perfectly. Almost nobody builds around this.
A buyer messages you from a Bayut listing at 9 p.m. You cannot ring them back inside the app. And a large share of Gulf buyers are non-residents on a foreign SIM, so the phone call often never happens at all.
The written conversation is not a channel next to calling. In the UAE it is frequently the only one that reaches your whole pipeline.
Calls blocked
Etisalat and du enforce it at network level. Licensed apps exist, your lead rarely has one.

What you are actually allowed to send
Outbound WhatsApp in the Gulf is legal. The way most agencies do it is not.
- Saudi Arabia. PDPL enforced since September 2024, 48 SDAIA decisions by early 2026. Explicit consent required, no legitimate-interest fallback, up to SAR 5 million. It applies even if you send from Europe.
- UAE. Federal Decree-Law 45/2021, implementing rules in Cabinet Decision 33/2024. Consent and a working opt-out on every send.
- Qatar. Law 13/2016, the first data law in the GCC. Same logic.

Can the agent quote prices for a package?
It can present rates from your product and any structured pricing you give it. Negotiated group rates and anything requiring a supplier check go to a consultant, with the brief already collected so they are not starting from scratch.
How does it handle group and family enquiries?
It collects the full party composition, room configuration, dates and any dietary or accessibility requirements in the conversation. That structured brief is where most of the consultant time goes today, and it is the part that automates most cleanly.
Can hotels use this for in-stay guest messaging?
Yes. Pre-arrival confirmation and upsell, in-stay requests, and a post-stay review request. WhatsApp open rates make it substantially more effective than email for all three, and guests will send a request in a thread that they would not phone the front desk about.
Which languages?
Arabic and English as standard, with Russian, Hindi and Urdu commonly added for inbound Dubai. For Saudi outbound travel we generally lead in Arabic. The agent replies in whichever language the guest used.
Does it integrate with our booking system?
We integrate with the systems you already run, natively where a connector exists and through the API otherwise. Enquiries, quotes and bookings write back so you are not maintaining two records of the same guest.
Can we run promotional campaigns to past travellers?
With consent, yes, and past travellers are usually your best-performing segment. Under the Saudi PDPL explicit consent is required with no legitimate-interest route, so we set up consent capture at booking and honour opt-outs across every campaign and every line.
