What kills a European playbook here
Most Gulf deployments fail on operational detail, not on strategy.
- The week is not yours. Sunday to Thursday in Saudi Arabia and Qatar. A Friday send lands on their weekend.
- Two time zones. UAE is UTC+4, Saudi Arabia and Qatar UTC+3. One window is wrong for two markets out of three.
- Ramadan flips the day. Hours are cut, attention moves to the evening. It is also the strongest retail month of the year.
- Nobody writes in one language. Riyadh in Arabic. Dubai in English, Arabic, Hindi, Urdu and Russian, often the same day.
- Prayer times. A twenty-minute reply is not a cold lead. European follow-up timers re-fire far too early.
All of it is configuration. It just has to be set by someone who knows it exists.
What you are actually allowed to send
Outbound WhatsApp in the Gulf is legal. The way most agencies do it is not.
- Saudi Arabia. PDPL enforced since September 2024, 48 SDAIA decisions by early 2026. Explicit consent required, no legitimate-interest fallback, up to SAR 5 million. It applies even if you send from Europe.
- UAE. Federal Decree-Law 45/2021, implementing rules in Cabinet Decision 33/2024. Consent and a working opt-out on every send.
- Qatar. Law 13/2016, the first data law in the GCC. Same logic.

Is WhatsApp Business API legal in the UAE?
Yes. The official WhatsApp Business API is fully available in the UAE and widely used. The TDRA restriction concerns consumer voice and video calling over the internet, not business messaging. Sending messages, media, documents and template broadcasts is entirely normal practice.
Why are WhatsApp calls blocked in the UAE?
The TDRA restricts over-the-top VoIP so that voice services remain with licensed operators. Etisalat and du enforce it at network level. Licensed alternatives such as Botim exist, generally on a paid plan through a local operator. Text messaging over WhatsApp is unaffected.
Do I need a UAE phone number?
You do not need one, but you should want one. A +971 sender gets answered far more often than a foreign number, and it signals you are a real local business. We handle the WhatsApp Business API registration, Meta verification and the warm-up so the line is not throttled on day one.
What does the UAE PDPL require for WhatsApp marketing?
Federal Decree-Law No. 45 of 2021, with implementing rules in Cabinet Decision No. 33 of 2024, requires a lawful basis and consent for direct marketing, along with an easy way to opt out. Practically: record where each consent came from, honour opt-outs across every campaign, and keep a log of what was sent to whom.
Can the AI agent handle Arabic and English in the same conversation?
Yes, including code-switching mid-thread, which is extremely common in Dubai. The agent replies in whichever language the contact last used. You can also pin a language per campaign if you would rather control it.
How do you stop the number from getting banned?
Warm-up ramps, per-hour caps, randomised human-like delays, message variation so two contacts never get an identical string, and automatic pausing if Meta signals a restriction. This is the part most teams get wrong, and it is why we insist on running the first campaigns with you rather than handing over a login.
