In the UAE you cannot phone your lead on WhatsApp.

The TDRA blocks voice and video calling. Messaging works perfectly. Almost nobody builds around this.

A buyer messages you from a Bayut listing at 9 p.m. You cannot ring them back inside the app. And a large share of Gulf buyers are non-residents on a foreign SIM, so the phone call often never happens at all.

The most contested and the most mature. Winning here is about speed and about the fact that nobody can call you back on WhatsApp.

The biggest prize and the strictest rulebook. Arabic-first, PDPL-enforced, and still under-served by serious conversational operators.

Small, wealthy, and quiet. Low competition on search means a well-built page can own a term for a fraction of what it costs in Dubai.

What kills a European playbook here

Most Gulf deployments fail on operational detail, not on strategy.

  • The week is not yours. Sunday to Thursday in Saudi Arabia and Qatar. A Friday send lands on their weekend.
  • Two time zones. UAE is UTC+4, Saudi Arabia and Qatar UTC+3. One window is wrong for two markets out of three.
  • Ramadan flips the day. Hours are cut, attention moves to the evening. It is also the strongest retail month of the year.
  • Nobody writes in one language. Riyadh in Arabic. Dubai in English, Arabic, Hindi, Urdu and Russian, often the same day.
  • Prayer times. A twenty-minute reply is not a cold lead. European follow-up timers re-fire far too early.

All of it is configuration. It just has to be set by someone who knows it exists.

What you are actually allowed to send

Outbound WhatsApp in the Gulf is legal. The way most agencies do it is not.

  • Saudi Arabia. PDPL enforced since September 2024, 48 SDAIA decisions by early 2026. Explicit consent required, no legitimate-interest fallback, up to SAR 5 million. It applies even if you send from Europe.
  • UAE. Federal Decree-Law 45/2021, implementing rules in Cabinet Decision 33/2024. Consent and a working opt-out on every send.
  • Qatar. Law 13/2016, the first data law in the GCC. Same logic.

Frequently asked questions

Do WhatsApp messages work in the UAE if calls are blocked?

Yes. The UAE restriction applies to over-the-top voice and video calling only. Text, voice notes, images, PDFs, catalogues and the WhatsApp Business API all work normally. In practice this makes written conversation more important in the UAE than almost anywhere else, because you often cannot reach the lead by calling them inside the app.

Can a European company legally message leads in Saudi Arabia?

Yes, with consent. The Saudi PDPL is extraterritorial, so it applies to a controller outside the Kingdom processing the data of people inside it. Explicit consent is required for marketing messages and there is no legitimate-interest alternative. You need a recorded consent basis per contact and a working opt-out. Administrative penalties reach SAR 5 million.

Do you support Arabic?

Yes. The AI agent can hold a conversation in Arabic, English or a mix of the two, which is how a lot of Gulf business is actually conducted. For Saudi Arabia we usually recommend Arabic-first with English fallback. For Dubai it is more often the reverse, with Hindi and Russian added depending on your buyer profile.

Which WhatsApp number will my messages come from?

Yours. We recommend a local number for each market, because a +971 or +966 sender is answered noticeably more often than a European one. We handle the WhatsApp Business API setup, verification and warm-up.

How fast can this be live?

The diagnostic takes about a week. A first working setup, one line and one agent trained on your conversations, is typically live two to three weeks after that. Multi-branch or multi-country rollouts take longer, mostly because of number verification rather than anything we build.

Are you a WhatsApp reseller?

No. We are an agency. The platform is ours, but what you are buying is the diagnostic, the conversational playbook and an AI agent trained on your own transcripts. A licence on its own does not sell anything, which is why so many WhatsApp deployments quietly stop being used after three months.
