Why the calls do not connect
The UAE telecom regulator restricts consumer voice and video calling over the internet, so that voice services stay with licensed operators. The two national carriers enforce it on the network, which is why the block follows you across Wi-Fi and mobile data alike.
It is not a WhatsApp problem and there is no setting to fix it. It applies to FaceTime, Messenger and Skype in the same way.
What still works, and it is most of it
Everything that is not a live call goes through untouched: text messages, voice notes, images, documents, location sharing, product catalogues and the official WhatsApp Business API used by companies.
A voice note is worth noting here. It is not a call, so it is not blocked, and it is the closest thing to hearing someone's voice. Sales teams in Dubai use them constantly for exactly that reason.
What this changes if you sell in the UAE
This is the part most companies miss. If a lead messages you at 9 p.m. from a listing or an ad, you cannot ring them back inside the app. You either have a mobile number they will actually answer, or the conversation stays in writing.
And a large share of buyers in the UAE are non-residents or on a foreign SIM. For them the phone call frequently never happens at all.
So the written conversation is not a channel that sits next to calling. In the UAE it is often the only one that reaches your whole pipeline. That has a practical consequence: your reply speed and the quality of your written follow-up matter more here than in almost any other market.
