How to get the WhatsApp Business API in the UAE

It is available, it is widely used, and the paperwork is more predictable than most people expect. Here is the actual sequence.

The short version
  • The official API is fully available in the UAE. The TDRA call restriction does not affect messaging.
  • You need a Meta Business account, business verification, and a number that is not already on WhatsApp.
  • Verification is usually the slow part, not the technical setup.
  • A +971 number gets answered noticeably more often than a foreign one.

What you need before you start

Where it slows down

The technical connection takes hours. Business verification with Meta takes days, sometimes weeks, and it is where nearly every delay happens. Mismatched company names, a document in the wrong name or a display name that does not match the licence are the usual causes.

Multi-branch or multi-country rollouts take longer for the same reason. It is rarely the build.

Official API or a personal number?

They serve different jobs and a lot of companies in the Gulf run both.

The official API gives you a verified account with your name, logo and badge, template messages and broadcasts. It is right for anything official, transactional or at scale, and it is the only option that looks like a real company to the recipient.

A personal number is what cold outreach actually runs on, because template rules make the API unsuitable for a first contact with someone who has never opted in. It requires far more care on volume, warm-up and variation.

Do you need a UAE number?

You do not need one, but you should want one. A +971 sender is answered materially more often than a foreign number and signals that you are a real local business. The same logic applies to +966 in Saudi Arabia and +974 in Qatar.

Frequently asked questions

Is the WhatsApp Business API legal in the UAE?

Yes, and it is widely used by banks, airlines, retailers and clinics. The TDRA restriction concerns consumer voice and video calling, not business messaging.

How long does the whole process take?

Plan two to three weeks for a single number, most of which is Meta verification rather than setup. Multi-branch rollouts take longer, again because of verification.

Can we keep our existing landline as the WhatsApp number?

Often yes, provided it can receive the verification code, by voice call if necessary, and is not already registered on WhatsApp. A landline that customers already know is a good choice.
