- Meta charges per template message delivered, not per conversation, since 1 July 2025.
- Price depends on the category (marketing, utility, authentication) and on the recipient’s country.
- Replies to a customer within 24 hours of their last message are free, and utility templates sent inside that window are free too.
- Saudi Arabia and the UAE have their own rates; Qatar, Kuwait, Bahrain and Oman are priced in Meta’s “Rest of Middle East” group. Always check the current rate card.
The three categories
| Category | Examples | Relative cost |
|---|---|---|
| Marketing | Offers, new arrivals, re-engagement, Ramadan promotions | Highest |
| Utility | Booking confirmation, reminder, delivery update, payment receipt | Low, free inside the service window |
| Authentication | One-time passwords | Low |
| Service | Your free-form replies to a customer who wrote to you | Free within 24 hours |
Rates are published and updated by Meta in its pricing documentation. Utility and authentication messages also benefit from volume tiers. We do not reproduce exact rates here because they change; the structure below is what matters for budgeting.
What a Gulf business actually pays for
- Inbound conversations are cheap. A customer writes, you reply as much as you need within 24 hours: no Meta fee.
- Reminders and confirmations are cheap when sent as utility templates.
- Campaigns are where the bill grows: every marketing template delivered is charged.
- The platform (inbox, AI agent, integrations) is a separate subscription.
Budget examples
| Business | Monthly volume | Where the cost goes |
|---|---|---|
| Clinic in Dubai | 2,000 inbound chats, 1,500 reminders | Mostly utility reminders; inbound replies free |
| Car dealer in Riyadh | 800 leads, 3,000 campaign messages | Mostly marketing campaigns |
| Restaurant in Doha | 1,200 bookings, 2 offers per month to 1,000 opted-in guests | Utility confirmations and 2,000 marketing messages |
Five ways to keep the bill low
- Classify honestly. A reminder with a promotion inside is charged as marketing.
- Use the service window. Reply to inbound messages quickly and fully, while it is free.
- Target campaigns. Send to people likely to reply, not the whole list.
- Click-to-WhatsApp ads. Conversations started from these ads get an extended free window.
- Measure revenue per campaign, not only cost per message.
