The local rules in Qatar
Most Gulf deployments fail on local detail, not on strategy. Here is what the setup takes into account.
- Data law. Law No. 13 of 2016 on personal data privacy, the first data protection law in the GCC. Consent before marketing, and an opt-out that is honoured everywhere.
- Calendar. The working week runs Sunday to Thursday. Friday and Saturday are the weekend. Nothing goes out on the local weekend or a public holiday unless you decide otherwise.
- Time zone. UTC+3, one hour behind Dubai. Send windows are set in local time, per line.
- Language. English and Arabic, with Hindi, Urdu, Malayalam and Tagalog common among the large expatriate majority.
- Ramadan. Opening hours shrink and attention moves to the evening, after iftar. Send windows and follow-up timers are shifted for the month.
You cannot call your customer back on WhatsApp in Qatar. Voice and video calls inside the app are blocked by the telecom regulator; messaging works normally. When a lead writes at night, the written thread is not one channel among others: it is usually the only one that reaches them.
